Key expectations for the Autumn Budget 2025 

This year's Autumn Budget comes at a pivotal time for the UK economy. With the current Government in power since July 2024, Chancellor Reeves has already implemented key changes to the country’s fiscal rules. 

In her letter to the Treasury Committee, the Chancellor confirmed that the Office for Budget Responsibility (OBR) has been instructed to publish updated economic and fiscal forecasts on Budget Day. These forecasts will play a crucial role in shaping future tax and spending decisions. 

“The fiscal rules remain non-negotiable,” stated Reeves, underscoring her commitment to responsible public finances. 

What the OBR forecasts could mean for business 

The OBR's Spring Statement 2025 previously reported a 54% probability of the Government meeting its fiscal target – ensuring that tax revenues will cover day-to-day spending by 2030. 

Should the Autumn forecasts indicate that the UK is set to miss these targets, the Chancellor may face tough decisions: 

  • Raising taxes 
  • Cutting public spending 
  • Amending fiscal rules 

These developments will be crucial for business owners, especially those concerned about potential tax changes or shifts in Government spending priorities. 

The updated fiscal rules: What has changed? 

Since the General Election in 2024, the fiscal framework has been revised. The new rule focuses on balancing the day-to-day budget, rather than total Government expenditure. This shift is intended to support long-term investment through responsible borrowing, especially in infrastructure and innovation.
