CIOT: PAYE reforms are being rushed

PAYE reforms are too fast, says CIOTSmall businesses operating in the UK could be among those interested in the recent comments of one expert regarding PAYE reforms.

According to the Chartered Institute of Taxation (CIOT), HM Revenue & Customs (HMRC) is rushing its new IT project - a move which could well affect employers and employees across the country.

The comments follow HMRC's consultation into making businesses submit PAYE information in real time.

With the move set to be enforced from April next year, the CIOT has claimed more time is needed in order for the system to be properly developed, tasted and evaluated.

Anthony Thomas, CIOT deputy president, said: "HMRC's record of managing big IT projects is not good and if they insist on rushing this reform through then it will look to many people like an accident waiting to happen.

"We are particularly concerned that the short timeframe in which real time information is being introduced will lead to significant administrative burdens for employers and uncertainty for employees."
